Additional tests different windows versions

Only move the cursor down to the buttom of the screen (it may not be in the notes area).

Startup Domino Designer (with Cursor in the notes area) - 15 sek (you can see the build of the different windows)

Same with Cursor moved out of the notes window - 2s (it flashes only)

I've testing this today with

Windows 7/32, 7/64, 8, 8.1 (32/64) all the same
Notes was installed totally fresh

WIndows 10 current test -> Performance MUCH better.

I think it is a problem with a collision of Mouseevent/Windows and Progressbar/Notes.
